This is a concept known as "short-cycling", where the boiler heats up too quickly and shuts off before distributing heat properly.

Combi vs. System Boilers: A Key Difference
The biggest factor in sizing is your boiler type. A Combi boiler heats water instantly on demand, so its size must be sufficient for your hottest shower. A System or Regular boiler uses a hot water cylinder, so the boiler only needs to be powerful enough to heat your radiators; the cylinder handles the hot water demand. This is why our calculator often recommends a much higher kW rating for a combi in a home with multiple bathrooms.
